The Communicable Disease (CD) Controller/Deputy Health Officer, a Board Certified Internist or other appropriate medical specialty (Board Certification in Infectious Diseases or Preventive Medicine

is desirable), provides medical oversight and direction for the surveillance, investigation and prevention of communicable diseases as well as serves as the Deputy Health Officer. The CD Controller works collaboratively with managers within the Public Health Department, as well as with key partners in other! county departments, in the medical community and at the Calif! ornia Department of Public Health. The position works closely with the Health Officer and other lead staff in the management of disasters, crisis, or emergencies. The position shares after-hours night call 24/7 with the other public health physicians for all public health related issues.

The position reports to the Public Health Officer.

Typical Tasks:
Oversight of Communicable Disease Surveillance

Ensure medical community compliance with CD reporting requirements for Santa Clara County.

In collaboration with Epidemiology and Data Management Unit, ensure surveillance data quality and reliability by identifying and addressing system problems.

Work with internal and external partners to build capacity for and transition! to electronic disease reporting by laboratories, health care facilities and providers.

Review and sign off on all Public Health Department publications containing communicable disease data.

Oversight of Communicable Diseases Case and Contact Investigations

Provide consultation to physicians in the community regarding diagnosis and reporting, as well as management, prophylaxis and infection control when applicable, of reportable infectious diseases.

Set priorities for case and contact investigations.

Provide staff with medical direction, consultation, and technical assistance for case and contact investigations.

Represent the Health Officer in CD-related matters.

Lead Outbreak Investigations

In collaboration with nursing, epidemiology, public health laboratory and environmental health staff as appropriate, lead outbreak investigations, including foodborne, vaccine preventable, bloodborne, vectorborne an! d nosocomial disease outbreaks.

Program Planning, Policy and R! esearch

Direct all CD-related research;

In collaboration with CD Program Manager and Performance Improvement Manager, guide program evaluation and continuous quality improvement for disease prevention and control functions;

In collaboration with CD Manager, review and revise CD Program Policies and Procedures;

Provide outreach and education regarding epidemiology and prevention;

Educate staff and medical community about CD disease trends

;

Provide medical and epidemiological expertise on communicable diseases, in accordance with national guidelines and local epidemiology;

Consult with other counties, state, and federal health officials and others to address and refine CD control strategies;

Keep Health Officer and Public Health Director informed of trends, outbreaks and significant events related to communicable diseases; and

Represent Santa Clara County for matters related to communic! able diseases on local, state, and national committees and taskforces.

Enforce Legal Statutes

Take appropriate measures to prevent the spread of communicable diseases. In consultation with the Health Officer, issue orders of isolation and quarantine;

Ensure the SCC Health Officer Mandate regarding influenza vaccination of Health Care Workers is followed. Review and update mandate as needed;

Serve as Travel and Adult Immunization Clinic Medical Director;

Review and finalize all clinic medical protocols;

Provide medical oversight for clinic; and

Assume responsibility for yellow fever vaccination certificate, including consultation on patients with relative precautions and issuance of waivers.

Media/Communication

In coordination with the Public Health Department Public Information Officer, act as spokesperson for the CD Prevention and Control Program to the media.

Public Health Department! Leadership

Support departmental planning and response to publ! ic health emergencies and disasters and assume duties as assigned by the Health Officer or Incident Commander;

Support Planning, Policy and Assessment Program;

Participate in key department-wide initiatives (e.g. Accreditation, Quality Council, etc.);

Serve on the Department’s Executive Leadership Team;

Serve as a Deputy Health Officer;

Rotate “on-call” duty with the Health Officer and other Deputy Public Health Officers;

Cross cover for Tuberculosis Controller; and

Perform other related duties as assigned.

Employment Standards:
Must be a Physician licensed in California and Board Certified in an appropriate medical specialty (Internal Medicine, Pediatrics or Family Practice) and have significant training and experience to perform the above tasks.

The successful candidate will possess at least three (3) years of post residency experience in disease control or public health. Mus! t have in depth knowledge of clinical presentation of communicable diseases, infectious disease surveillance, outbreak investigation and control measures.

Board Certified or Eligible in internal medicine, or a related specialty. Completion of CDC Epidemic Intelligence Service (EIS) Officer training, and/or a Masters in Public Health or Board Certification in Preventive Medicine is highly desirable.

Knowledge of:
Laws, codes, and/or ordinances related to areas of responsibility including, but not limited to, California Health and Safety Code including reportable disease, Public Health Administrative Standards/Practices, and Abuse Reporting Laws;

Clinical medicine, public health and health care (e.g., epidemiology, biostatistics, environmental health, maternal and child health), management and administration;

Federal, state and local laws governing public health programs;

Principles and procedures of program development,! implementation and evaluation in a multi-service agency;

Prin! ciples of governmental organization, public financing and budgeting; and

Current developments in local public health programs.

Ability to:
Serve as Public Health link to the local medical community and county medical association;

Understand, interpret and apply provisions of federal, state and local legislation, rules and regulations pertinent to the administration of appropriate programs;

Evaluate health risks and hazards and communicate information effectively and proactively;

Facilitate interaction of complex mix of public agencies and community-based organizations that impact public health and public policy;

Speak before professional and community groups as well as being public health medical media spokesperson;

Assist in the preparation and implementation of a comprehensive budget for the Disease Prevention and Control Program; and

Effectively plan, direct and evaluate work of subordinat! e staff.
